38 Units of Deeply Affordable Housing Coming to North 17th Street in 2027

Pathways Housing Wellness Corporation (PHWC) is excited to announce that the second Phase of its 17th Street Community Corridor project is fully funded and aiming to begin construction in the summer of 2026! This project represents an exciting expansion of PHWC’s work in the Sharswood neighborhood, and when complete, will fill in a city block that was once more than 50% vacant lots. 

About Phase II 

Phase II of the 17th Street Community Corridor will develop 12 lots (11 of which are vacant and one that has an existing structure) into 9 buildings on North 17th Street between Jefferson and Master Streets in Philadelphia. The buildings will be scattered-site and provide 38 brand new units of housing, with a mix of 1-, 2-, and 3-bedroom units. 30% of the units will be set aside for people experiencing homelessness, and all units will be subsidized by PHA’s Faircloth to RAD program, meaning that no tenant will pay more than 30% of their income on rent, even if their income is $0. Units will have in-unit laundry, high speed internet access, high quality appliances and fixtures, and designs that fit the existing character of the neighborhood. All tenants will also have access to supportive services provided by Pathways to Housing PA (PTHPA), including case management, counseling, and access to PTHPA’s integrated care clinic.  

This project was awarded 9% Low-Income Housing Tax credits (LIHTC) in October 2025, meaning that it is now fully funded through funds from the City of Philadelphia, PHA’s Faircloth to RAD program, congressional appropriations, and the LIHTC. When the project is complete, all vacant lots on the block (23 in total) will be filled, combatting neighborhood blight and fortifying the surrounding community. 

Project Timeline 

This project aims to close and begin construction in August 2026, with an anticipated completion date of November 2027. We anticipate the units will begin lease-up in early 2028. Timeline is subject to change.
