17th Street Community Corridor - Phase II

PHWC has obtained site control for 24 vacant lots centered around the intersection of 17th and Master Streets. The proposed development will be undertaken in phases, yielding a combined total of 78 brand new affordable housing units for the neighborhood. No tenant will pay more than 30% of their income toward housing, even if they have no income. At least 30% of the units will be set aside for individuals at risk of homelessness. Pathways to Housing PA will provide wrap around services for these individuals via their renowned Housing First model.

First floor utilized for ADA-compliant 1BR units which will be set aside for tenants that were formerly homeless.

Phase II was awarded funding from the City of Philadelphia, Senator Casey's Congressional Appropriations, PHA's Faircloth to RAD program, and 9% Low-Income Housing Tax Credits. Closing is anticipated in summer 2026, with construction completion and tenant move-in anticipated in early 2028.
