17th Street Community Corridor - Phase I
PHWC has obtained site control for 24 vacant lots centered around the intersection of 17th and Master Streets. The proposed development will be undertaken in phases, yielding a combined total of 78 brand new affordable housing units for the neighborhood. No tenant will pay more than 30% of their income toward housing, even if they have no income. At least 30% of the units will be set aside for individuals at risk of homelessness. Pathways to Housing PA will provide wrap around services for these individuals via their renowned Housing First model.
The first phase of the 17th Street Community corridor will turn 12 lots of vacant land on North 17th Street into 40 units of deeply affordable housing.

Two three-story apartment buildings consisting of 40 units and one parking lot.

Per zoning code, 12 parking spaces will be available for residents and staff.
10 units fully will be ADA compliant, all units visitable for people with physical disabilities.
Progress: LIHTC awarded July 2024, zoning approved August 2024. The project closed and began construction in September 2025, with construction completion anticipated in December 2026 and tenant move-in in early 2027.
