The City of Philadelphia estimates that there are 14,500 affordable housing units with contracts expiring in the next two years. Once those contracts expire, there will be more need and even less housing stock available. We must increase developments; partnerships are the answer.

Pathways Housing Wellness Corporation (PHWC) is a nonprofit housing developer committed to creating deeply affordable homes for people without housing, including those living with disabilities. As a sister entity to Pathways to Housing PA, PHWC combines the credibility of a mission-driven organization with the operational strength of a proven housing and service provider. We also to provide supportive services to residents, increasing their housing retention rates and improving their overall health and well-being.

For-profit developers gain a significant advantage by partnering with PHWC:

  • Higher Scores on Funding Applications: As a nonprofit, PHWC’s involvement strengthens Low-Income Housing Tax Credit (LIHTC) applications and other funding applications by earning valuable points for nonprofit sponsorship, community engagement, and long-term affordability.
  • Land Conveyance from Local Governments: Municipalities and housing authorities often prioritize nonprofit, mission-driven organizations for transfers or donations of land—especially for projects aligned with community goals like affordable housing.
  • Ensuring Occupancy & Resident Support: With Pathways to Housing PA’s extensive referral networks, service delivery systems, and wraparound supports, PHWC ensures affordable units remain consistently full and residents are supported to succeed. This reduces vacancy risk, supports compliance, and protects long-term project performance.
  • Community & Political Credibility: PHWC has established trust with policymakers, service providers, and neighborhoods across Philadelphia. Our presence demonstrates that a project is not just another development—it is rooted in equity, inclusion, and community well-being.
  • Commitment to Long-Term Stewardship: Unlike many development partners, PHWC is invested in the enduring success of both the property and its residents. We ensure stability through supportive services and preserve community trust long after ribbon-cutting.

In short, partnering with PHWC is a strategic advantage: it opens the door to additional financing, strengthens competitive applications, guarantees stable occupancy, and provides long-term stewardship—while enhancing the community and protecting the bottom line.
